A defined mandate

Fund I is an entitlement and pre-development vehicle. It is not intended to fund vertical or hotel construction, hotel operations, roads, grading, installed utilities, horizontal infrastructure, physical improvements, construction or hotel debt, debt service, or other physical development expenditures outside its approved mandate.
